I think it's because she's never shown any depth to her personality or capacity to change who she is. Even the mild "take care of yourself" scolding she got, not even in the main story but in an extra, was said by Twilight after every other character said she'd kill herself one day. There's nothing guiding her except "loves Twilight" and even that's called into question with her reaction to Handler cutting her off and Anya being perplexed at the particular way Yor loves Loid.
I think ultimately Axeman has to knock her down a few pegs and let Franky have a real discussion with her outside of their business transactions.
