Fantasy is a late medieval to early renaissance setting based on Not-Earth-plus-Atlantis where every faction is loosely based on a real life historical or cultural archetype turned up to 11. It can be as high fantasy or as low fantasy as you want depending on where in the world you're focusing on.
The downside to Fantasy is its fucking dead, murdered in cold blood by the most horrendous writing you could ever conjure up in order to make way for the single most bland, generic, stale high fantasy setting you will ever see in your life all because Games Workshop wanted to sell Space Marines but in Fantasy.
The downside to 40k is its extremely super human focused where literally none of the rest of its rich universe and lore matter, if you don't want all humans all the time nothing but SPEEHS MEHREENS then too bad, because that's all you're getting. Its modern writing has also done away with any and all nuance in order to "advance the story" which in practice has killed the setting's biggest strength which was the ability to make Your Guys with their own backstory and personal stories and strife that mattered to you personally. Now all replaced by nobody but the Avengers mattering, turning the Imperium into fully good guys, and science and advancement being the Imperium's new philosophy after a mary sue character pulled out of GW's asses made it so.
