Because the game has nothing going for it. All the top tiers are top for base, banal reasons, everyone else is shallow and every aspect of the system can be found in other games the target audience was playing already. CotW does nothing "wrong" (read: its Drive ripoff is less egregious), but it doesn't do anything right or standout either. It's telling SNK shills always push the game for what it lacks, never what it has, because it's hollow.
If all it took to tank the game was funny soccer man, there wasn't anything of substance in the first place. Tekken 7 made people pay for frame data, but they still played it. There is zero reason to play CotW over any other fighting game, and in turn, none to suffer through its superficial cons.
