There's also the factor that the animators might've believed that it would be hard to constantly create visually interesting long-range fights with Megaman so you get to have them throwing punches. That way you can have both fighters in the same frame and show off more poses during the fight. Zero cutscene in X4 is like that despite Zero canonically having a buster (or maybe he doesn't even understand how to use it).
