Nigga, it's a cool design for an action/fighting anime but not for Pokemon. You can't look at Gen 1/Gen 2 and compare whatever generation that is and say it's from the same fucking universe. No way.
Why do previous existing pokemon still have godzilla monster design silhouettes? Why do all the new starters have no-neck HUEG FUCKING HEAD and tiny body designs? They're supposed to look like animals with appropriately scaled limbs and torsos.
