Consider that having access to easy card draw in the command zone is very valuable, and the "drawback" of having to play Legendry's isn't really a drawback at all, your options of how you want to build her are pretty broad due to the openness of her "drawback"
I would personally build her as an aggressive beatdown type of deck with stax as a flood valve (Think Thalia or Boromir for example)
