Are you raiding coasts? I haven't had a problem where the war starts prematurely. Here's what worked for me:
>Raid every coast for cash so you can get the fort built straight away
>Build up to forcelimit with some extra cav
>Wait for Busilar to attack
>Hire monstermercs
>Put defensive edict and narrow ward on your capital to make it practically unsiegable. Also don't forget war magic.
>Engage in siege races while Busi army attritions on your capital. Doing this You'll also not lose much manpower if you have the border raids tribal privilege
>Quickly go over to whip the busi army now that their year+ long siege is actually getting somewhere
>Rinse and repeat
>Replace the mistake that is Busilar with gnoll mother base
