They're different decks. Druid is more analogous to Cephalid Illusionist + Nomad/Shuko than to Balustrade Spy, because it requires you to produce 2 mana then untap with him, and even then you don't have to activate him right away if you need to build up a reserve of stack interaction or shred your opponent's hand. Spy is a more of a build around card - I know zero basics comes at a cost - where you have to bend your entire deck around resolving a 4 drop.
