That line is because the T800 defaults to answering when talked to, and usually with "factual" information, when it has no reason to conceal it.
He answered honestly with "what he wanted" not "what he wanted out of what's available". It also replied to "you can't do that" automatically even though he had no "reason" to.
His "social programming" is actually kind of crude, even though his ability to adapt to new information is high.
