I think Ruegger started as an artist and concentrated on writing.

An episode of 13 Ghosts of Scooby Doo somehow ended up using a character he created for his student cartoon, Platypus Duck.

Ruegger’s Scooby work (he was the head writer for the “Daphne but usually not Fred and Velma” 80s era and created Pup Named Scooby-Doo) is kind of interesting. You can see him and other cronies trying to mess with the formula and eventually deconstruct the whole franchise in “Pup.”

The Spielberg shows were very script-driven for the most part but that’s just how most TV cartoons were at the time. But it got more pronounced by the time Animaniacs came along most of the writing staff was Sherri Stoner’s improv friends and Tom Minton was the only cartoonist on the writing staff.
