I'm still working out the mechanics but what I know is, I can spam lower-tier maps and have him spawn. Eagon will spawn almost always near the portal entrance so there's no need to full clear a map. Pick a good layout map and hop around for 100m and bounce if you don't find him. With a full 4-stone atlas you can spam tier 11 maps and still find him. You can also play yellow-tier memory-influenced maps and find him. I have also found him in some (classic) Shaper guardians.

Consider Horizon Orbs and just spam the easy layout and natural tier 16s.
