So regime change and societal change rather than total collapse

But this is explicitly what Frieren is trying to prevent happening. It's her number one goal and she explicitly said she doesn't care about trying to stop anyone killing Serie, it just so happens that the ones trying to kill Serie are doing it because it's all part the greater goal to remove magic from the world
