Here's the ED in question.
Episode 19 is the way it is because the show is half-shitpost. If you want a real explanation, it's an extrapolation of Yukino's feelings in the aftermath of losing her virginity, similar to how the later episodes 23 (I think?) and 26 are extrapolations on Arima's feelings on the relationship.
Really, the one thing you could say about the show is that they simply ran out of material they wanted to produce. The show is pretty clearly saying it only had 3 more episodes in mind after 18, but given the structure of the manga and the needs of broadcasting, they couldn't just stop there. It's also the show that "supposedly" caused Anno to stop directing TV anime altogether though nobody has actually verified that claim to my knowledge.

Incorrect. You're working backwards from a conclusion of "Araki must love Watsuki" and justifying everything from there. You're working from a bad-faith conclusion and your "facts" only exist relative to that conclusion, and are often completely irrelevant (hence why your only "fact" was the storyboard tidbit that, again, wasn't relevant at all).
The reality is, Araki draws better than this all the time, even for his volume inserts. No matter what way you look at it, including the way YOU suggested, which is that Araki didn't have a lot of time to do it (which, again, implies Araki didn't give a shit and put it off until the last minute), this is an insulting contribution. The inclusion of sketchmarks and wobbly lines showcase this perfectly well, but I suppose it's too much to ask for dramawhore retards to actually, you know, READ Araki's manga and look at his art and understand his style.
