It is a sequel, but also a remake because it recreates the story of FFVII with major alterations to events and characters and the world*. It is also meant to supersede FFVII, because the compilation project's popularity is tied to FFVII but FFVII is stylistically and narratively incompatible with the compilation. The problem that remains is that the compilation is incoherent without the game it was made as a response to (FFVII) and the remake trilogy is functionally both a prequel and a sequel to the rest of the compilation. It's rapidly approaching timecube levels of nonsense.
