I think it's fair to say that Noelle's crush on Susie makes her act uncharacteristically, which we could see with her choking Berdley, and how Susie goes wide-eyed when Noelle mentions wanting to choke him at the Holiday house.
I think it's also fair to say that Susie has several moments where she acts uncharacteristically (not putting on a brave face, even when scared) during those scenes. As far as she knows, she tossed Noelle's phone a few feet and then Kris fucked off for like half an hour, turned off the circuit breaker, and then was hiding in the closet in Dess' room to scare her and Noelle but messed up and made noise. Susie doesn't really distract Noelle since the latter already wanted to talk to Susie alone, and will even basically say so to Kris if you talk to her before inspecting the guitar the first time. Susie admits she never bullied Noelle because the latter gave her a pencil on her first day in a very "releasing the wolf from the bear trap at the beginning of RE4" like fashion, and her wanting to follow up and make more "real world" friends like Ralsei suggested is reasonable. Since Susie in the normal route sees the shelter code was in the guitar, she can guess Kris did actually find a clue, but somehow forgets to ask whether Kris saw it while hiding in the closet.


I think the Holiday house in general has several moments where various characters act stupid or otherwise out of character in order to force the plot and develop the interactions between the cast, and people are focusing on only specific parts and not the whole of it.
