Doing only bad instead of terribly is not much of a victory and you still wouldn't want to play with these settings turned on using ARC. Probably just comes down to luck with the SDK interacting better with intels architecture than radeons or perhaps if you wanna get a bit schizo maybe there is code in the SDK specifically meant to hurt radeon performance and cause these issues. The stutters appear to be related to compiling shaders so perhaps there is something in the SDK purposely crippling how other vendors and especially radeon handle this part of the rendering process.
