there is no way to guarantee that "only good guys" exist within your society. you can however motivate people to live a "good" life mostly by providing good economic opportunities, and discourage the same people from a life of crime by having adequate security and law enforcement to make it not worthwhile, and that inherently at some level implies "good guys" that are more capable and proficient at violence than the "bad guys"
