Nobody want to replay old dungeons they replayed a million times already with reprisals on guns which will be obsolete in a couple weeks.
They didn't even have the balls to let people play the new dungeons for free or reprise guns that needed it like Duality, Warlords Ruin, Shattered throne, Pit of Heresy.
They actually thought people didn't play Ghost of the Deep because it was too easy or something. In reality it is probably one of the most annoying dungeons to LFG because its a slog.
