Right now, Bungie's devs have 3 different pulls acting on them:

Bungie is currently in a position where they have not been consistently delivering on their promises for about 2 years now, give or take. The time limit of the contract is coming up, and the execs want to make sure they have their exit bonuses. In order for them to secure those bonuses, they need to turn a profit. Destiny 2 is reaching the end of its natural lifespan, but they do not want to cut into profits to invest in an engine upgrade or D3 or anything else that isn't already mostly done, hence the desire to diversify. Except the only diversification project that has survived to this point is Marathon, which is NOT going to release in time to save Bungie's execs from Sony's inevitable wrath, at least not without a miracle that looks increasingly less likely by the day.
To that end, they need to optimize D2's profitability, which means they need to optimize player engagement, because higher engagement time = more chances to goad the player into spending. Gacha and MMORPGs have been using this tactic for decades; it's why shit like dailies and weeklies missions, and stuff like daily cards exist.
That's probably why a big load of these systems are just engagement farming tactics: The execs are desperate, and while the devs know it's going to scare people off, the execs are deluded into thinking that once they're clear of their obligations to Sony, D2 can be cleaned up and the players will all come back saying "Bungie cooked this time! We're so back", which will net them MORE profits. And if we hadn't been fucked for 2 years, maybe. But not likely anymore.

To answer your question more directly, Sony owns Bungie, and Bungie answer to Sony, but the contract has been set up in such a way that Bungie still has more or less full autonomy. There's a deadline for Bungie to turn profits for Sony before Sony can intervene directly.
Bungie's acting dumb because the people in power do not understand or do not care that they are alienating paying customers, and trying desperately to squeeze profit out of the ones that remain, in a vain attempt at fulfilling their obligations to Sony, who have been pressuring them to perform.
Sony isn't in a position to step in until the timer's up, and we likely still have another 9~10 months of this shit before that happens.

I think the strangest misconception about the negative early reception to Edge is the idea that people are looking for things to hate on, that we are looking for reasons to stop playing when its obviously the opposite. People are looking for things to get hype over. Right now that list is pretty small and we don't know how bungie spent their limited resources on stuff you can only do by getting the DLC with money. We just know it was not on doing many of the things normally associated with their better DLC drops in the past. Is that good or bad? I don't know and bungie has not communicated that well. That is really the long and short of it all.

If they came out and was like we're not doing lost sectors on this map because we did deeper missions that can be replayed at multiple world tiers and it totally changes the vibe of the encounters people would be like cool lets let them cook this could be legendary. If they said we did not do a Kepler strike we did several solo ops missions for fast tiered loot farming and retooled the pyramidion with new combat routes or some shit for Ash and Iron people would be like nice look forward to seeing this how do I claim my preorder shit? We are not getting that so people are left puzzled by what they are actually being sold. I swear people keep talking about the importance that the mystery of destiny be brought back or maintained and all I can say is stop it I'm not part of a cult running on faith I'm trying to make an informed purchase decision over here not paying my yearly tithe to Saint Pete.

Weapon RNG is bad enough in this game, now you have to add awful armor tier and stat RNG on top. Only the truly dedicated will remain, no new players will want a part of it.

That's the biggest issue and I think it makes it way worse when speculative stuff does seem to make the situation seem worse and it could be true. One example being the probable situation of getting better rolled armor from ball crank mode of Portal activity over doing a raid encounter, which ok good for the little guy and solo players but now the sort of intrinsic value of an end game and all that sorta doesn't make any sense. I know they said Conqueror was changing and it does seem like the whole deal of GMs is sorta squatted at least as this dominant thing, but yeah more info would've been appreciated. I also totally forgot that they said it'd be possible to get full power via PVP only, which is kind of cool but again it really feels like things are set to be a bit more siloed off and I'm curious how it's all gonna work.

Maybe so, but I already skipped out on Sundered Doctrine entirely. Haven't even touched it yet, let alone for the contest mode version. I usually go into every raid and dungeon day 1, with or without a party, because I like seeing the new mechanics. Even if I can't make progress, trying to reverse-engineer encounters tickles my autism in a way that many other games, especially FPS games, just doesn't scratch these days. But with Sundered Doctrine, I just could not be assed, because of how much of a turn-off the rest of the game has been in recent months.

Why? There's an artifact mod that creates special ammo when you finish an orange bar or higher, along with a armor charge mod that creates ammo on finishers. You can also run the aeon arms for your class to make even more special, and special ammo finders on your helmet to accelerate special drops, plus a scavenger on your boots for more from pickups. I’ve been in deep thought over the laziness and retardation of Bungie’s blatant fumbling. Bungie still has pretty decent player numbers for an idea/game that’s old as balls and even more so really has been coasting along with genuinely not a ton of stuff, not even really much good systems or rewards structures to convert people to getting in tune with exploring more shit, and seeing what more the game has. Even the Division talk in this thread had me realizing that game series pretty much swings arguably a little cult for a mainstream title player base wise yet Ubi still gave them shit even if it was always riddles and promises over due.

It’s like Bungie basically went out of the way to turn people off, and the solution to anybody hopeful for bigger stuff, tune into state media where you will not only digest content fuckers goofy ass world view but live through them vicariously running the hard shit. Even with the Portal and “everybody wins” with being able to run shit have difficulty high etc, like why the fuck wasn’t this introduced ages ago when people knew fuck all was actually rewarding especially for end game LL progression and it was easier to log out once you did everything. Again you have the player count and the game is charging more for less, why would you not do anything to make the game more appealing as inevitable drops were bound to happen? If anything in this thought process, the choice of Marathon and it sapping from D2 is even more infuriating.

A lot of people bring up how the story got too dumb to properly utilize The Nine correctly but I'll go even more simply, Elsie Bray is a time traveler who's seen all sorts of worlds, did explain stuff like Dark Future, popped in for dunk on Clovis Seraph times, and doesn't really exist any more. Helldivers has been fun, not the best built game out there, but when you play it, you can tell the developers enjoy games and had fun with development. I'm not sure I can even be hype for that, since so far basically all of the sandbox changes of substance have been nerfs. I can't think of a single actual buff that was just a buff with no caveats.

buffing NPCs and giving them the ability to carpet bomb you repeatedly isn't the same thing but bungie's enemies are already annoying aimbots with infinite ammo and grenades that never reload and ability spam you, they'd need to completely reinvent the way they make NPCs

haven't done a dungeon after warlord's (best dungeon)
but if the enemy is a bullet sponge then yet again, bungie misses the point
