I think most consider kludge to have the worst cast, yes. It’s hard to pinpoint an exact reason, but I think the most damning is that there aren’t any returning characters, aside from Lusica. Lusica doesn’t count for much as a returning character though since she was radically changed between her colony and kludge appearances, becoming a real perv when she didn’t appear to be so in colony.
It also speaks volumes that Olivia is the most popular girl from kludge by far, and she didn’t even originate from it.
