The amount of “fate points” you start with has a baseline, yet depending on the gifts you accept from your Emirs and the harem members you choose, some epithets and powers could be discounted and even some character specific choices may open. Thing is nothing would come without a price. The concept of civility and gratitude is paramount in this place, so you are compelled to repay any great gift given to you. The title of Wazir/Vizier, granted upon the Emir that has pleased you the most, titles and dominions are given according to their gifts, etc. Another crucial aspect is that they have been perfecting the art of keeping the Emperor as happy (and docile) as possible. You would get more points by taking a higher amount of harem members, but each would be a risk to your autonomy, each one seeking to bend you and reduce you to a useful puppet (For example, one could be a great story-teller, her stories would captivate you, taking many hours of your day while you are entranced by them). In this aspect, the cyoa would grant you greater power and “waifus”, but at a more subtle cost.
