Skitarii make up a good chunk of the Admech military but they're still commanded by Techpriests, and if you're a named/player character you're going to be a fighter in some capacity in this setting, there is only war after all
If you consider the basic Enginseer, they're so ubiquitous across all branches of the Imperium that they inevitably have to fight alongside the Guard and anyone else they work with

It's worth remembering that Hadron is part of Grendyl's cohort (Inquisition) while Kayex serves Brahms (Rogue Trader), so even if they are ranked differently in the eyes of the Admech, their current assignments are what's relevant, so I'd assume Hadron probably 'outranks' Kayex in most cases given Atoma's current situation
