XF gives characters different boosts, and while I like the idea of it accentuating their existing strengths it limits what some characters can do with it (slow characters stay slow and can't close the gap or perform new mix, fast characters barely get extra damage and have to waste XF time on long combos). This leaves the best XF users those who get more even boosts, and it just so happens that most of the top tiers fall into that category (Zero being the main exception but as a point character who can end you off of any confirm if he has the bar for Loops he's fine).
