That is unfortunately the nature of game development.
You try stuff out and cut out what you think's weighing the game down... Susie saying sneaking sucks ass was definitely a realization on Toby's part during development.
And chapter 3 must've been HARD to make apparently, 'cuz even after all the cuts people still complained that the chapter felt too dragged out.
