This is your mistake, right here. The Destroy didn't just materialize in the middle of Berlin. The damn thing had trampled across a whole continent before it was stopped.

What's the upside into turning it into a mook? What does the story gain by this development? All I see is Fukuda being too lazy to come up with interesting concepts, so he goes back to repeating elements over and over.

And there is usually one unit in most of those cases (Big Zam, Elmeth, Neue Ziel, Alpha Azieru, Shamblo, etc). Apsalus was constantly being refined and upgraded in 08th. They even made the Neo Zeong even more terrifying in Narrative than what it was in Unicorn

The first time around, maybe. Doing it repeatedly on the same battle, and then again (and then again in Freedom) makes the storytelling look like it ran out of ideas.
