These are not mutually exclusive. There have always been rumors of extremely advanced weapons kept black for just-in-case events.
MARAUDER made functional could be such a weapon. We've come very far in capacitor capability in 30 years and ships are being equipped with power generation and cap banks specifically for energy weapons. Officially, that's laser CIWS for drones and missiles. Unofficially maybe you just drop a MARAUDER in place of the 5" gun turret on an Arleigh Burke or as a mast in the VLS on a Burke or Virginia. Delete anything within line of sight at .2c. That would be a game-changing weapon and there would be no compelling reason to share it with the world.
I think the MARAUDER tech would also make for a hell of a space drive if you had a compact fusion reactor.
