They did it exactly once a while ago (sometime before 1st anni iirc) and some of the whales got so mad that they "wasted" their previously-used rice that the devs ended up making an apology and we never got another such boosted event ever since. Now all we get is the increased daily rice every once in a while like what we have going on now (120 daily rice instead of 60) so you can decide if you want to save up the extra rice or not.
