Spider-man is a really easy sell, because he has an incredible costume, his powers are not too exaggerated, he has the whole web through the cityscape aesthetic, his fighting style is athletic, he's a teen struggling with coming of age, so you have these moral dilemmas (think killing Green Goblin or indirectly causing the death of Gwen Stacy).
With Superman there's no tension. You know he'll win the fight. You know he'll never make the wrong choices or have to deal with the consequences. Metropolis is a futuristic city with barely any corruption or crime. And Clark Kent is about as interesting as wet paint.
