It isn't art because it has no technical or artistic merit. It's just a badly done drawing of a building that can't even get basic perspective right. Actually, it was because the evaluators legitimately believed that he had some talent that could be done there. Hitler himself even thought that architecture was his true calling. He never applied to the architecture school because designing buildings requires math and engineering principles. Architecture school required a high school diploma, and Hitler was too proud to go back and complete the high school he dropped out of.
That's the real reason. He was literally just mad that nobody would let a mathematically illiterate dropout start designing structures and he was too proud to go get the 1900s Austrian equivalent to a GED.
