Laila is by far the worst stormcloak jarl, she's a lazy coward who delegates many of her duties and does literally nothing to ensure they are done effectively and during one of the conversations with her stewart she basically justifies sacrificing Riften to save herself. She also disinherited her younger son for supporting the Empire (And also refused to let him leave the Keep, let alone Riften) and was even talking with her court mage about trying to mind control him into supporting the Stormcloaks so on top of everything else, she is a terrible mother.
