That's not true at all
On any games with proper HDR or using RenoDX you can adjust the HDR values to whatever you want, so you can stick to about 300nit peak and 150nits paper white.
That way you won't get blinded (not that some OLED will ever blind you lol) and you get the rest of the HDR's benefits (better contrast, much better tonemapping with no shitty washed out raised blacks, higher lightning details, and high color depth)

The claim that HDR is only useful if you have 100000 nits are completely untrue and only perpetuated by idiots who don't understand how it work, why it work and likely don't even have the proper hardware for it.
