The Soviets attempted to create monkey soldiers, but it didn't quite pan out as expected, and as World War 2 progressed, the Japanese began to roll out these balloon bombs. Seeing an opportunity, the Soviets thought that surely they could train these leftover monkeys to at least pop balloons.
The balloon bomb program wouldn't be as significant as expected, and with all these leftover monkeys, they made factories to produce balloons so these monkeys can do what they were bred to do and feel fulfilled.
