Morgott thinks the Tarnished are actually insane or otherwise fumbling around foolishly in a way that will make the world worse. The Tarnished used to be accepted in Leyndell at the Roundtable Hold until apparently two major events: Bernahl's Finger Maiden burning the Erdtree and Vyke seeking and going insane from the Frenzied Flame. At that point, the Tarnished seemed like they were only deranged, not sent with a true purpose to save the Lands Between or the world. It's also thought that unleashing the rune Maliketh seals could just make things even worse instead of opening a path.

Marika is basically trying to kill the Elden Beast without being open about that, instead hoping to use the conflict and chaos to indirectly train up someone capable of beating it while putting them on a collison course with it. Marika doesn't care if that ends up destroying the world so long as it kills the Elden Beast. Morgott thus isn't told of the actual goal and, due to being imprisoned in the sewers all his life until just before the Shattering, wasn't told of Marika's threat that a demi-god that doesn't become a god or lord will be made into a sacrifice for someone who will try to be one.

Morgott does hate the corruption in the Golden Order and thinks it's filled with abuse, he's just in a really shitty scenario where it seems like people are trying to cause several types of apocalypse and/or act out of sheer greed.
