If Tooru is being chased by a horde of Zombies/hybrids/PS agents there's only two possible outcomes: either calamity strikes Makima for being the one controlling them (this leads to Tooru fucking dying at the hands of whatever is chasing him); or calamity strikes the immediate pursuers (meaning Makima has free actions as long as she just keeps throwing shit at Tooru and this just culminates with Tooru being smashed)

There's a strong argument to be made about control not only not triggering WoU but also being able to recall it.
For the first point we need to look at what Kaato did, Showcasing your ability on Tooru doesn't count as pursuit as long as you... Gaslight him, I guess? The point is that the act of controlling him wouldn't trigger Calamity on itself
And for the second we need to look at the time Yasuho found out about Satoru Akefu, we know that later on just looking at Tooru's or Akefu's face is enough to fucking die but Yasuho not only asked for the photo of the head doctor but she also directly witnessed his face and was completely fine, this must be because Tooru has a certain control over his stand to not kill anyone over stupid things like they asking him small stuff. (Still this is just an interpretation)

Calamity obviously wouldn't trigger the contract but Makima still can Regen by drinking blood, using The snake devil on herself, or just linking someone to her and directly passing on any lethal damage she receives (something that's separate from her contact btw not the same thing)

The MU is a bit more complex though
