There's a strong argument to be made about control not only not triggering WoU but also being able to recall it.
For the first point we need to look at what Kaato did, Showcasing your ability on Tooru doesn't count as pursuit as long as you... Gaslight him, I guess? The point is that the act of controlling him wouldn't trigger Calamity on itself
And for the second we need to look at the time Yasuho found out about Satoru Akefu, we know that later on just looking at Tooru's or Akefu's face is enough to fucking die but Yasuho not only asked for the photo of the head doctor but she also directly witnessed his face and was completely fine, this must be because Tooru has a certain control over his stand to not kill anyone over stupid things like they asking him small stuff. (Still this is just an interpretation)

Second, nature of calamity would most likely strike through whatever means Makima would use to heal up. It's literally bad luck, after all. I mean, you could bring in the Rock Insects, but...
Nonetheless, I think like it comes down to intelligence, really. Both Tooru and Makima are capable of acting smart, but also fucking around and finding out.
Lastly, even though I like WoU, it does feel that if Tooru is being chased by Makima, he already lost. His entire character is about being sneaky and as hands-off as possible. Him being in an open conflict means he is already out of his element.

Thragg's character development that seemingly occurred over this fight is so wasted by him turning into this revengelusted megalomaniac for the finale. I think it would have been a lot more interesting if he maintained his evilness, but rather than conquer Earth he chose to rebuild the Viltrum Empire out of the Thraxans.
He'd maintain a nonagression pact with Nolan and Robot, but would be fighting and crushing the CoP as he conquered the universe. This would force Mark to be a proactive hero instead of a reactive one to stop Thragg and put him in conflict with both Robot and Nolan again.

It reveals a deeper issue with this whole hobby, how exactly do creators demonstrate characters are serially progressing in power without making the setting untenable?
Well the easiest approach is to just ignore that notion that you must have your characters match some degree of destruction for a certain tier of character. Characters are still always getting stronger and stronger, but it is only through the established systems that we can recognize this.
So as a result, the people in this hobby (myself included) tend to glom on to anything that can be used as a milestone reference. We haven't gotten anything substantial since the Cell Saga and perhaps even earlier with Frieza if we are being strict about it, but we do know the characters have gotten so so much more stronger in the mean time.
So we have Battle of Gods and a heavily suppressed Beerus is so powerful that Goku doesn't think fusion would make a difference, but then SSJG comes out and put a suppressed Beerus into a more serious mode and still keeps up until Beerus has had his fill.
Then the anime and manga come out and say that this is endangering the entire universe if Goku doesn't negate it.
So this marker, though it goes unsurpassed, remains as an anchor. (Also it was just after GvS2, so people were itching for anything to beat Clark.)
