It's supposed to happen, that's one of his victory poses. like >>11841041 said his whole thing is growing spikes out of anywhere on his body. It doesn't look AS stupid when it's not being rendered in an emulator that is running the game at a much higher resolution than it was ever meant to on a HD screen, bit it still looked very awkward even back then on a CRT.
