I think so, but they also removed Sword's rally-mechanic from SV1 and the class stayed in the game as just a beginnerfriendly spam class.
Granted, rally wasn't exactly skillful either, but at least it added a tiny bit more strategy to some situations. I wish they had found another way of just removing it.
