I really feel like he's more aware than he lets on.
In Weird Route, he specifically petrifies in front of the store entrance in Queen's castle. This blocks (You) from getting better healing items. It feels very intentional, same as how he petrifies even if he wins the game in Chapter 2 right before he does anything actually bad.
And in Chapter 3's fight, you can win while not getting any of the Lancer cards, Lancer always gets at least 20% convincing.

>Literally talks with his hands in Chapter 3 (seriously, they are fully animated in his talking sprite, I don't think anyone ever did that before).
>His "Rule Card" can actually alter the UI options (only others that have done that are Susie when she chooses not to do stuff or Lancer). He even gave Tenna one which is why Tenna can do it during the Doom Board
>Has a fucking laser pointer despite this being a Dark World
>Never actively needs to be stopped, every fight with him actually can end by just failing completely (he still stones in Chapter 2 if you lose the game, Lancer always convinces the enemies even without using his Lancer Card)
I'm now 100% certain that Rouxls is going to be the "Sans" of the game. He's a goofy side character that is hiding insane power over all the mechanics of the game. He's just too much of an idiot to do anything with it. But his idiocy may turn out to be an act, like Sans' goofing around was.
