Hard to say; each ones had their ups-and-downs. Maybe 4 => 2 > 3 > 1

>Chapter 1:
1 is rough around the edges, yet shows Toby + crew has stepped up their game since 2015's Undertale. The characters have good chemistry, mostly because they're not segmented like how UT did and can interact with one-another more freely. Music is good, but level design is lacking. Not surprised some players thought the game was going to be Undertale 2 cause of it.

>Chapter 2:
Things start to get interesting. Level design is more lively, with great backgrounds and memorable gags. It also has more memorable characters. Great tunes here: Attack of the Killer Queen, Lost Girl, Smart Race, Now's your chance to be a..., and BIG SHOT are great.

>Chapter 3
Great music: Ruder Buster, TV World, TV Time, Raise Up Your Bat, Glowing Snow, Black Knife.
I like the NES-Zelda style of some of the boards, and I liked the minigames. But I completely understand why some players are turned off by it. Also, there are only a handful of memorable characters. Gets a bonus point for showing off the Knight so early into the game and out-of-the-blue.

>Chapter 4
Amazing music, and the lore starts REALLY picking up here. Noelle's house and seeing Kris rip the SOUL out to prevent it(and us?) from seeing the code in Dess's guitar is my favorite moment in the game. And while it has fewer new characters than 3, their impact on the story is arguably greater here.
The in-the-dark sections sucked, though.
