They don't say WHO the guy is and he's seated behind a screen but the implication is he might be someone like Yamamoto or Hirohito, so someone directly associated with Japan's military leadership during WW2.

It is definitely NOT worth censoring because the entire game is a fucking period piece and intentionally plays off the well known hatred between the Japanese Army and Navy leading up to WW2, and censoring this kind of ruins the whole chapter.
