The more I looked into this question, the more questions I found.

I assumed he was originally a naytiba, because he talks about atoning for his sins through building and protecting Xion, a city of AEs. Well, that only makes sense from the point of view of a naytiba. However, it doesn't quite make sense he would say he was left for dead after the Colony Extinction. That's something a Legionnaire would say. But he does call himself the first Alpha Naytiba...and his Data Bank entry says "He was likely a respected figure before he turned into a Naytiba...probably"

Let's step back a bit. There are a few AExN "fusions" in the story:
>Oracle
>Raven
>Fusion EVE

BUT...we also have "contaminations":

>Belial
>Karakuri
>Democrawler

The main difference being which side became dominate: The Andro-Eidos or the Naytiba.
>Fusions = AE dominant
>Contaminations = Naytiba dominant

If it's the case that things can go both ways, maybe it's more of a spectrum than just becoming a fusion or a contamination. In which case, and to try and address your original question, maybe Oracle is a fairly even balance of the two, resulting in him speaking from the memories of both his past Andro-Eidos and Naytiba self.
