Akira Toriyama was a lolicon. All the greats in animation and cartooning are lolicons, even in the west. Hayao Miyzaki is a lolicon. Walt Disney and Max Fleischer were lolicons. Your favorite mangaka is a lolicon. That series you like has loli in it, or its creator worked on a loli series, or they have a filthy pixiv full of lolis. The guy who made the character designs for that Megaman game you like is an unrepentant lolicon. That vtuber you watch is a lolicon. The animators who worked on that series you liked were lolicons.
I won't bother guessing at the mechanics behind it, but for whatever reason, creatives in this sphere tend to be lolicons, even if not exclusively.
As for Toriyama in-particular, I think that the prevalence of muscularity in Dragon Ball Z leads people to forget that he LOVES drawing lolis. It's just that DBZ in particular has such a global audience and took off on such a scale that stuff like Arale-chan or even Toriyama's designs for stuff like Dragin Quest and Chrono Trigger get overshadowed. That's how you get Gogeta memes attacking lolicons.
