Flame of Frenzy is very strong ofc, but if you don't have a clarifying bolus the madness proc is a real setback midfight at times and a clear dps loss
that aside
giantsflame take thee is far safer and can outdps in the start of ed gnoster if you clip the moth instead, because it will hit both him and faurtis and the moth has higher vulnerability to fire, flame of Frenzy can't hit the moth very well period except for when its a corpse being initially resurrected by animus
Flame fall upon them is not as strong but very safe and hits tons of things, it is solid
flame sling is meh, still better than blackflame though
o'flame and catch flame are conditional but I think they do outdps flame of Frenzy theoretically, of course you need to hug bosses in melee and it can be hard to land, but I have had runs suggesting o'flame could outdps flame of Frenzy (and its dps doesn't fall off on small targets)
catch flame dps potential is probably lower cause you can't run charged incant lines, but I haven't had a run with it to say with great confidence
surge is poop, don't use it
whirl is really strong as well, I don't think it is as strong as flame of Frenzy but it has a tiny bit of a range if you get use to it so it won't miss like catch or o'flame, but I still was getting about 5k per incant with it
Oh, almost forgot burn o'flame (pillars), it is pretty hard to land and rng a bit, but it will wreck pretty much everything and tosses small enemies with low poise up
Flame of Frenzy is still crazy good and more reliable to find than everything but flame sling and other base incants though
