There is a project called The Crew Ultimate, the guy is doing incredible work.
The guy started out more than a year ago. It's not about just making it playable again, they are fixing for example the glitchy physics introduced in Wild Run and a lot of bugs which were left in the game even after the last patch.

You will be able to play fully offline by emulating the server, you can host your own online and they will also host one.
The project has it's own discord, the first public release is slated to drop still in this summer
