Steamhardware surveys are a lagging indicator. After their 0-Day MRSP cards sold through and the restocks were price-gouged out people decided AMD was cooked and went with the closest Nvidia option. It has only been very recently that their GPU prices has even approached their vaulted MSRPs:

AMD simply doesn't care if they keep losing GPU marketshare quarter after quarter because minting volumes of Radeon dies competes with their more lucrative server/enterprise CPU orders. They never should have bought ATi if this is how they treat their graphics division. They could at least design their cards to be minted on a different node which wouldn't cannibalize their core product money-makers (even if it were slower so long as they could ship in volume for cheaper).
