"Seed" in this sense is a metaphor, and has to do with the idea of karma carried over to the next life. A kind of memory of former lives.

It's a poetic language. Your thoughts can be scattered easily. But they also lie dormant with latent effect, sprouting in response to some conditional trigger. It might be easier to call these seeds "instinct" or "reflex".
Like maternal instincts. Or "moé", which might be related to words for "budding" or "sprouting"
