It was a useless memberberry before the term existed. There was absolutely nothing about Spock's logical character that would lead him to personally go to the Romulan homeworld, underground, to start up negotiations with an (ultimately treacherous) underground movement. He knew he was visible, he knew he was older, he was not an ambassador as accomplished as his father. We already have proof of the Romulans using the Planet of Peace from TFF as a neutral ground, or really any neutral ground, to negotiate. It was an excuse to have another TOS memberberry because five minutes of geriatric McCoy and fat angry drunk Scotty from Relics wasn't enough.
Moreover, and I know I am verging on "but what about Aragorn's tax policy?" thought here, the consequences of unification are immense. Germany was rough as it is - but there is a reason why no one is actively taking any steps toward Korean unification, nor should they. Romulus and Vulcan have been divergent for too long, with nearly no cultural contact (unlike Berliners chucking messages over the wall or Koreans having planned reunions during tight windows). The entire episode premise was stupid and an excuse to trot out Leonard Nimoy for ratings, and for this reason, it is on my bad list.
