It's insane that he doesn't hurt a single person in the sequel. If the first movie portrayed him as an anti-hero then the second straight up turns him into a hero through redemption.
The sheer amount of clarity he displays through the movie despite his condition and the regret for his actions makes him much more sympathetic than when he lashed out. He pays because of it but he dies as Arthur not Joker.
