coded refers to a character's design and personality, specifically what that is trying to convey to the viewer. It's the reason why in an anime you can always pick the important people out in the classroom. For example, a character with a flat palate, boring clothes, black hair, monotone voice, and minimalist eyes is coded to be a background character. They may not necessarily be one, but their design is intended to evoke that association. Likewise one could be "major character coded" if their design is unique with lots of details which conveys their character and personality. You can use this in alot of ways. Saying something is "neetcoded" for example may be refering to a character like Tomoko.
If I were to line up the notable characters of GQ to someone who hasn't seen the show and tell them to pick the 3 main characters, 4/5 would probably pick Deux first or second, because her design has a huge amount of personality to it. She looks very interesting, meaning you assume she will be. Her design evokes a level of depth, effort and intrigue which was not realized in the show. If Deux looked boring and died, this thread wouldn't exist. But because she was "major character coded" peopele are baffled as to why she was killed off with such little impact.
