The idea is you have one style at a time and two weapons (and two guns) at a time. This meant the styles were comparatively more "complete" because the lack of swapping meant they were all designed to function alone.

In other words, people knew the addition would DEMOLISH any semblance of game balance. And it did. So it was an optional feature.
